Does Wuxi Easy toxic Chemical Industry Association request for compulsory joining?

If our company mainly operates glass instruments, the sales volume of vulnerability chemicals is not much. Now the Public Security Bureau requires me to join the Wuxi City Easy toxic Chemical Industry Association. I don't want to join, can I?
